Buddhism is virtually everywhere in Bagan.
Similar to all other places in the country which is the same for nuns monks and novices since many simply have nowhere to go so they live in a monastery. In Myanmar nuns (Thilashin literally meaning 'keepers of the precepts') are not ordinated that is a country issue, different to other "Buddhist countries".
All this is rather not a sign about the overwhelming activities of Buddhism, it is the result of the situation in the country which is a extremly poor one.
